I've seen at least one gameplay video with a safety car but I recall no mention of cars unlapping themselves. There may have been none to unlap of course. Personally I'll be surprised if we find this is in the game.
From a game perspective it's not the same issue as it is in real life if lapped cars are ghosted.

If the safety car in the track just after the leader lap you and you're the only one who is lapped, you can retire because after restart, the 18 other cars will lap you and you will have one lap between you and the car ahead instead of few seconds before the SC.

Is what you're describing something you've seen in pre-launch F1 22 footage that is new? Do you have a link you could share if it is? I don't really follow what you're trying to describe to be honest.

I think he is trying to say that when the safety car is coming to an end, if you are behind the leader, but a lap down, you will get blue flags for the whole field to overtake you.
therefore you might aswell retire becasue your race is f…….
