I've seen at least one gameplay video with a safety car but I recall no mention of cars unlapping themselves. There may have been none to unlap of course. Personally I'll be surprised if we find this is in the game.
From a game perspective it's not the same issue as it is in real life if lapped cars are ghosted.

I think he is trying to say that when the safety car is coming to an end, if you are behind the leader, but a lap down, you will get blue flags for the whole field to overtake you.

Ah yes, could be.
I hadn't thought of this aspect before. I was thinking that ghosting of lapped cars meant there was little point adding unlapping to the game. This is true for cars on the lead lap but not for those who have been lapped, who lose out on what would be the real-life opportunity to catch up.
