My issue was the same but not as bad as the OP with the jerky hesitation. My issue was the FPS was low during the race starts and beyond. I have a TM TX base with the TC steering wheel and Fantec V1 Pedals connected to USB.
I never had any issues with F12021 or prior F1 games with this setup in term of frame rates but with F12022 it is awful which I don't understand because it looks no different (Graphics wise) than F12021. Actually, F12020 had better graphics and more detail animation with particle effects,rubber marbles, tree leaves falling etc. and was removed in F1 2021 and F1 2022. Some say that they did this to cater to current new consoles so they can run at 60 FPS vs 30FPS. So we PC owners with high-end addons like powerful graphic cards, processors and memory get the leftover, second hand scraps/port! Sounds familiar how the trend in game development industry is going eh? VR?, yea, I tried it long before with other racing games. Big waste and a lot hype. IMO, it is getting there but not good enough yet. Still a blurry mess with racing games going fast.
I refunded it. Not worth the $$$ if you ask me and I have all of the F1 games for PC dating back 2010. Will eventually buy it just for collection sake but not at this price and the bugs it has. Will wait for a digital bargain bin price at the end of the year. The F1 season started in mid March so.....who cares if I get the game later in the year at this point!
