There always will be people trolling on every game and you can't do anything about that, especially in a game like f1. The penalty system is totally wrong in this game, you can only hope they will fix it someday at this point.

If someone doesn’t like open lobbies because of unsportsmanlike driving and can’t commit to league racing, don’t play online. Problem fixed.
PS I’ve never played F1 online since 2016 I think. Why? I don’t like open lobbies and can’t commit to league racing 😆

There is always a argument that somebody shouldn't play online due to unsportsmanlike behaviour from others, which is a fair suggestion. However, to say the problem is fixed by doing that isn't quite right. To exclude themselves from a segment of the game that they paid for due to some others is not the way forward. But even saying that, those other negatively behaved players who have also paid for the game are entitled to play the game how they want, even if it's to the detriment of others experience. In my opinion the problem is down to the developer; the online multiplayer game, as racing is, should be based sportsmanlike behaviour and there should be systems in place to support the adherence to driving fairly etc. It's not a sandbox like game a la GTA online where there are various ways to play the game, really there's only one reason to race, to win. Unfortunately, people seem to want to do it various capacities and hinder others.
So really, it's how to create a system that punishes bad behaviour and having the facilities to maintain this which is virtually impossible due to the needed resources involved. But truth be told Codemasters do need a better way to promote better driving from users and punish trollers.
In the meantime OP may just have to keep on playing and come to the acceptance that online play is like that.

Oh, ok. So because someone can't commit to a league they just shouldn't play a portion of the game that they bought and paid for? There's zero logic to that. The fact of the matter is the system needs to be fixed. Not playing isn't a valid solution. Come on.

Let me just clarify what I mean.
I made a suggestion to the OP as a solution. Whether they go along with it is entirely their own choice. However, we need to be a little honest with ourselves and our expectations. They’ve already said they can’t commit to league racing so lets dismiss that idea. They do not like open lobbies because some players ruin their experience, so lets also dismiss that idea. Is it realistic to expect CM/EA to “fix” their penalties and punish the right players?. Not even iRacing has got it right, so the answer is a firm no. That’s just online gaming for you and has been that way for years.
If the OP really wants to play online and cannot possibly commit to league racing, I’m sorry but they’ll need to tolerate those who intend to ruin their experience because if CM were really serious about punishing bad sports on F1 games, we would see some kind of serious improvement… and there hasn’t from what I can tell.
I really don’t mean to cause offence but we all knew the deal before we bought the game… should do anyway. As someone that bought the original Pole Position that came out 40 years ago, I’ve been round the gaming block a lot, so I’ve seen it all and if there was a portion of a game I didn’t like or entire games even, I would not play it (and one example is I stopped playing F1 2010 as it was a disaster). Again, I don’t mean to cause offence but at some point, we need to remember it’s just a game and if open lobbies are causing a player deep unhappiness and/or dissatisfaction, we should stop and remember it’s just a game and some people can slip towards some unpleasant mental health issues by playing something that impacts us negatively in any way either because of the game or the people we play it with
Remember to have fun and enjoy playing, that’s the whole point of a game
