I think I might have stumbled across what the cause of this is.
So I was watching a guy stream the game, he was at Brazil and had just done the sprint race on a set of mediums. He then went into the feature race strategy window and was still able to choose 2 sets of mediums.
I think the game is prioritizing the tyres for a sprint race weekend. When there isn't one, the game is only allowing the default allocation for the race and nothing from the practice sessions is passed over.

Edit: Just tested it at Imola in GP mode. Standard weeked = limited tyres, no 2nd set of mediums. Then I did an Authentic weekend including Sprint race. Started on mediums during that, even pitted for a second set of mediums. Went on to the Feature race and sure enough, can choose 2 sets of mediums, including the used set.
Also, Mandatory Tyre was blank - I don't know if this is correct or not. Perhaps it's linked? I don't know enough about tyre rules.
As far as I've seen, all of this is the same in driver career and MyTeam - the guy I was watching stream was playing MyTeam.
Edit 2: In Race Director for the feature race, most of the field started on mediums, a few on hards - I guess that's just the medium-hard strat flipped and strat variation is still an issue at sprint weekends.
Edit 3: I might be mistaken about this being the cause actually, it's probably just because it's a sprint race that there's an extra set of mediums available - there's still no extra hards.
- 3 years ago@s00zster how sad is it that you have to analyse it like you work for EA/Codemasters yourself and effectively spoon feed them what is causing them the problem more than a month later. That's the state of the gaming industry as a whole unfortunately (release game and let users find bugs).
