Can edit tactics only when both players select "Edit Tactics'

There are many issues reported that tactics cannot be edited. 

We realized that both players can edit tactics only if both Players select "Edit Tactics". If only one player select Edit Tactics, he will be stuck at the screen and not able to edit tactics until the other player select "Edit Tactics".
