Can't get controller to work in practice mode

Steps: How can we find the bug ourselves? Just go into practice mode w/ PC version
What happens when the bug occurs? When I enter practice mode, I get the 4 messages on how to use practice mode and hit the start menu to start, but can't get it to start. I try keyboard mode, and it won't either. The only thing that will work in practice mode is free kick, but I have to use the mouse to start it, and then controller to play.
What should be happening instead? Controller should be working
