Can't send GTN scouts to countries FC25 career mode

Which part of the mode? Manager Career
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Set up a manager career, turn off scouting and try to send a scout to a country after the GTN instructions have been set up.
What happens when the bug occurs? Says the country is already being scouted, despite no scouts being sent out. Does not allow me to send any scouts out.
What should be happening instead? Allow me to send scouts to countries to find players based on my

Steps: How can we find the bug ourselves? Setting up a manager career, turning off player scouting and then trying to send scouts to countries to find players for their GTN scout reports
What happens when the bug occurs? When i set scout instructions but try to send any scout to a country, it says that country is already being scouted despite that not being the case.
What should be happening instead? Should allow me to send my scouts to the countries so they can prepare reports on my instructions, albeit without the need to wait for a full scout report as that option is disabled.
