Career mode: Disable transfer bug
Clubs are still able to make transfers even though the disable transfer is set. Please fix this bug

Very important ! come on EA !!
Are they actually completed transfers and can see them in their squads or are they pre contract ones which will arrive in January. I have transfers off first window as well, but deals are being made, but players won't move until January. It's kinda always been like that since the feature was available even if it is a tad excessive at times
If your talking about disabling the first window, transfers are blocked all around but CPU can still sign free agents. You'll notice its always Depay and Rabiot as they're the highest rated free agents. A quick fix is to edit the free agents before starting a new career by transfering them to a team, like a mass dump into the Saudi League.
As for the other transfer options, I'm not sure how disabling for entire career is supposed to work. I have a feeling it will only disable the user and not CPU.
