I recommend checking your gamepad in another game. If it will do the same thing in another game, then there is a problem with the gamepad. The potentiometer that controls the sticks may be frayed and stuck in one position. That's why the menu jumps around...
@Matej1551I don't think so. When try to unplug my keyboard and the mouse the game still think its on and do the bug
