Eligible player cannot be used for The Cannon Evolution

Summary of Issue: I have an evolved player named Jacobo that I put through the Power Surge and La Roja evo. He is now 77 rated. He fits all the requirements to be put into The Cannon evo. However when I select his card to preview the evo, I get an error. "There was a problem connecting to the Football Ultimate Team servers. Please try again later." I try any other player that meet requirements (even with 3* skills) and it works, hence, not real server error. f I try to do it through the companion app the requirements are different. It says that 2 stars skill moves is the maximum.
