Game launches into a blank or flashing screen with no menus

Steps: How can we find the bug ourselves? Launch the game
What happens when the bug occurs? After an initial loading screen the game starts flashing and then settles into completely blank screens even after navigating through the menu with A (xbox controller).
What should be happening instead? I should see the menu lol

I have tried updating gpu drivers, restarting my PC, repairing the game, and completely uninstalling and reinstalling. Nothing has worked yet. I'm not sure what else I can do. Here's a video since I can't seem to upload: https://streamable.com/fxbmcp
