Matchmaking Region is BROKEN in Clubs

How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Set your Matchmaking Region to "North America Eastern" as the club owner. Navigate to Clubs and start playing online matches with teammates.
What happens when the bug occurs? You will match up against Europe, South America region players. This is 110ms lobbies every match, you can confirm it's Western Europe servers as the "Owner" of the club. Attempt to access the settings to change region and it will display Western Europe for a split second and switch back to North America - East. In both clubs and rush you will always match Western European players. 9 out of 10 games will be on 110 ms ping..
What should be happening instead? Match ONLY the region you have selected. In this case we should only be matching North America Eastern players, at worst it should match us against North America Western players. The settings are clearly not saved or not working because the servers we're playing on is 110 MS.
