New Manager Career Board Expectations differ between preview and starting

I just started a new Bromley FC career in the EFL League Two. When browsing what team I want to play as, Bromley shows "Financial" as the only "Critical" Board Expectation, with all others "Very Low". 

When starting my career, I have "Domestic Success" and "Continental Success" as the "Critical" expectations and all others as "Very Low". There seems to be no variation in this. I've started this career a few times to test this, and I never get objectives and expectations that match what we see in the Club selection screen. They also only seem to be "Critical" or Very Low"; there is no in-between. I believe the other options were "Important" and "Low" in other FIFA/EA FC titles.
