No Vibration/Rumble on Xbox Series X or Dualsense Edge (PC)

I have no vibration/rumble on either my Xbox Series X or PlayStation Dualsense Edge controller when playing on PC via Steam.

Game rumble is set to "on". For the Xbox Series X controller, Steam input is set to "off" both in Steam settings and in the controller settings on the game page.

When I test the device inputs through the Steam setting that allows you to do this, rumble works fine so it is not an issue with the controller.

When I enable "Steam input for Xbox controllers" in the Steam settings, I get a bit of vibration when moving through the menus and occasionally in matches when tackled, but nothing when kicking the ball. The game is not really playable with "Steam input for Xbox controllers" set to "on" as this makes double input happen on the controller, i.e., only every second menu item is selectable. It also makes the in-game glyphs appear as keyboard glyphs.

For the Dualsense Edge, "Steam input in games w/o support" is enabled. The controller works perfectly fine in the game, but again there is no vibration at all.

Vibration was working fine for both controllers before the recent update.

When I launch the game, the mouse cursor always appears on the screen which makes me think the game is fighting with the keyboard/mouse or detecting the primary input as being from the keyboard/mouse, which is why there's no vibration.
