Why can this card not be used in the UTOTS exchange?

The 117 OVR Desaily, Raul and co cards  can not be sharded or be used in the UTOTS exchanges

Meanwhile the 117 OVR R.Keane card, which is not even a TOTS card, can be used in the UTOTS exchanges.

Please make this TOTS cards of Raul and M.Desaily useable in the UTOTS exchanges
