EA American Football TeamI have a RTX 4090 and there is one setting that causes major stutter and a 15 FPS drop: ADVANCED HAIR
The 4090 is a beast and I couldn't figure out what was causing the stutter, I'm only playing madden on a 1080p display. I set the visuals to Low and the stutter was gone. Went through each setting one-by-one and the culprit for the FPS and stutter is ADVANCED HAIR.

Madden in-game settings:
Resolution: 1920x1080
Framerate: Lock to 120 FPS
Vsync: ON
Dynamic Resolution Scaling: Always off
HDR: OFF
Rendering Quality: Custom
3D Grass: Always ON
Advanced Hair: Both 🙂
Ambient Occlusion: Always On
Ambient Occlusion Quality: Ray Traced
Lens Flare: Always On
Depth Fog: Always On
Bloom: Always On
High Resolution DOF: On
Mesh Quality: Ultra
Texture Quality: High
Shadow Quality: Ultra
Crowd Quality: Low

You can see the FPS drop during gameplay that occurs, this also happens in practice mode. The stutter is jarring but I'm not sure it comes through with the capture.
