I posted this on reddit, but wanted to post it here too in case it helps someone else out.
I was able to figure out something here and am still testing it but wouldn't mind having additional people trying it since my PC is not likely a great indicator alone.
Go to your Graphics settings in Windows (easy way to get there is open your start menu and type in Graphics, it should pop up in the results), manually add the Madden EXE from the games installation folder (mine defaulted to C:\Program Files\EA Games\Madden 24) and set the performance mode to High Performance.
Do the same for the EA_AntiCheatGamingService.EXE in the C:\Program Files\EA\AC folder, then try to run the game.
For some reason after doing that my 4070 TI is actually spiking to 100% utilization when it should, and my 13900K is staying down around 25-35 % like it should. (instead of the inverse like you said). I still get hitching but it's no where near as frequent and I don't have any frame loss when checking routes w/ LT or hot routing/ changing through the playbook.
Only time I've had to do this before was on another half shot PC port sports game released by a certain someone not forcing itself in High Performance mode. I don't even use the integrated graphics card, and have it disabled in my BIOS, but Madden was default not in High Performance for its graphics settings.
