whats up with the legend tokens

I am having trouble getting the 16 legend tokens for the legend exchange. the challenges end at 74 stars and it says I haven't finished the every challenge when I did. I am at 13 Legend tokens and I cant play anymore challenges for 16 tokens. Am I missing something or is it just a bug? I also have 74/74 challenges done, i'm just so confused
