Draft Classes Don't Download In Creation Center

Summarize your bug When you go to creation center you can download draft classes and they say 100% downloaded, and even show in the my downloads section there where you can rate them or report them. But when you go to your files nothing is there. Also when you try and select a draft class file in Franchise, there are none to choose from.

Steps: How can we find the bug ourselves? Download a draft class then go to your files to manage them and nothing exists
What happens when the bug occurs? Nothing
