custom rosters not copying over to franchise Madden 25

I have downloaded different custom rosters off the creation center and I go through the proper ways to put them in franchise and it doesn't fully copy over. I am doing a legends roster and I see Peyton Manning on the colts as well as Reggie Wayne. Then I put it in the proper way to start a franchise and when I get into the franchise Reggie Wayne is there but Peyton Manning isn't. All of the rosters are missing some players. Help?
