Rookie Blueprint Issue

I decided to sit my rookie QB for the first year to get a bonus at the end of the season and didnt play him in a single game but at the end of the season I was told he played too much and only given the minimum development.  I thought that maybe my starter got hurt during sim and he ended up in the game so I checked the stats and my rookie did not record a single stat for the entire year.  Either this is a glitch or the QB can not be listed in depth chart for it to work.  Any one else have this happen?
