Set scouting focus doesn't work after year 1
Just ANOTHER broken part of the game. I feel if I listed the parts that actually worked it would be a smaller list. After year 1, you can't set any scouting focus. I can't believe how broken this ...

I found a fix for this.
You have to sack at least one scout at the start of the year.
Works.
If you don't, it doesn't work
