Won't Allow Franchise Mode Player Upgrade

I have 2 Skill Points available to use for my QB, and there are open slots in Scrambler to upgrade this, but when I click to upgrade the ability, it says "Not enough skill points to purchase this buc...

I've run into this problem as well with a Receiver. Not a great year for Franchise...
