Development Trait Slider does NOTHING

I've been testing some xp and development sliders for franchise mode and it is infuriating that the Development Trait slider to increase or more specifically for this case, decrease, the number of players who get X-Factor, Superstar, and Star development does absolutely NOTHING.

Currently have it set to the minimums for all three and after 10 seasons I have 
80 X-Factor Players, 177 Superstar Players and couldn't even be bothered to count up the star players.

Keep in mind, the sliders are supposed to produce 25 X-Factors and 50 Superstars, I have done 20-30 year sims and it is always the same where the "desired" slider means nothing and the entire league is overly inflated with high ratings and excessive development traits every season
