Franchise Points not Being Awarded

EA advertised that Franchise Points would be awarded to every Franchise we start (see attached). I spent the points in a test franchise just familiarizing myself with the changes to the mode. Upon starting what would be the first franchise I care about, I was not awarded these points. As you can see, I have Franchise Points and the preorder bonus enabled. 

Will this be fixed for future Franchise mode starts? Or was this the classic bait switch?
