Not enough skill points to purchase this bucket

I’ve upgraded a auto generated qb to a 99 throughout a few years in my multi user franchise and 3/4 of his “buckets” or his skills have been maxed to 99 that being improviser, strong arm, and field general. But there is still something wrong with scrambler. I have 4 skill points but no matter what I do I can’t upgrade his scrambler it’s at 97/99 and it’s been stuck there for a while now.
