Legends Challenge bugged

No matter what outcome in game, I can only get a max of 2 stars even though i meet all criteria for 3 stars. 2 main Star requirements don't matter because challenge will end with only 1 required+ 1 bonus abruptly ending challenge before you can get all 3. I tried every which way to see if it is even possible to get 3 stars and it's not every scenario game ends with 2 star completion.
