99 speed created players running slow

I have created players on the Houston Texans, all of them with 99 speed and acceleration, etcetera. However when they have possession of the football, they start running really slow. When the RB is handed the ball from the QB, he hits the hole really slow, and is also slow in the open field. My receivers blow by defenders when running routes, but when they catch the ball, they start moving slowly. But Johnathan Grimes runs faster than my created RB. Even on PR, my 99 speed receiver runs extremely slow. I have attached two videos to show the contrast I'm talking about. This is an issue only with created players. The normal fast players on the game don't get caught, run fast like their speed rating states. What's the issue here?
