auto scrolls down when using controller or kbm

Looking through the DxDiag I wasn't able to spot anything that stands out as a likely cause for the issue, unfortunately. Do you play the game in Windowed mode, or are you playing in fullscreen?

if we cant figure this out, can I just get a refund please?
