Blue cirlce suggestion box interfering with my celebration runs

I am still getting the blue circle with suggestions inside when I press LT+RT and A on X-Box (next gen), and I have had my quick chats turn off in my settings this entire year I even went back in reset my settings and turned it off again lol still nothing…. Any and all help is GREATLY APPRECIATED!
