Can’t change Colin Kaepernick’s Jersey Number to the number 7

Why can’t I change Kaepernick’s jersey number to 7? I just signed him to my franchise team and no one else has the number 7, I have triple checked, but each time the number just jumps over 7 as if I’m not allowed to give him the number 7. Please help if you can
