@flapper234 unfortunately, you can only go to the menu once per half (which is required to leave the game). If I got it right, it has been implemented (before it was possible to go to the menu 3 times per half) because some players made use of the feature to force their opponent to quit. making use of 3 timeouts, some delay-of-game penalties and the go-to-menu option was a very annoying way to "motivate" your opponent to quit the game because (s)he could not do anything about it. I never gave up, but it seems that a lot of players exploited this feature.
If you are not able to go to the menu anymore, you might either ask your opponent (via audio chat) to pause the game because you want to concede the game, or if the chat is no active you might just run into your opponents OL to force a stupid penalty. Some players then realize that you just want to give up and go to the menu for you.
If that does not work, you might do that 3 times and will be kicked out for grieving. That's not an approach I'd recommend (I guess you might risk facing a ban if you do that too often) but if nothing else works...

Thx for the detailed reply. I can see how there could be an issue with people gaming the system with timeouts. However, the solution--taking away the entire menu access instead of removing access to timeouts within the menu--may have been an easier solution to implement but it introduces a new problem when there is no need to. Why not be able to access the menu during play call? Certainly on offense there is lots of time to access the menu without taking time away from the game and even on defense it only takes seconds to concede. I can see removing the entire menu access if a quick fix was required but maybe it would be an idea to now add back the ability to concede a game. It is a helpful option for both players
