cant franchise tag players in off season

There is no option appearing to Franchise tag my players in the off season.  I am playing an offline Franchise mode on PC, Madden 21.  I just finished my second season.  The first as the AZ Cardinals, then the second I was in Mexico City after relocating.  There is no option to franchise tag my players in the second off season.  I could in the first off season but not in the second.  I have many free agent players that I should have the opportunity to tag.  It is really disappointing that the very limited number of features in franchise mode disappear.
