Career Clock & the Breakout scenarios still happen even though they are off

Summarize your bug Career Clock & the Breakout scenarios are turned to OFF. But I still get Career Clock events and Breakout scenarios. I have made 5 leagues today attempting to see if I could get the events and scenarios not to happen but they still do.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Make a league and turn the Career Clock off and you will still get the Career events happening. Aka my OL retiring. Do the same for Breakout scenarios and they will still happen even though the setting is OFF.
What happens when the bug occurs? The events and breakout scenarios still happen even though the setting is off.

I have made 5 leagues today attempting to see if I could get the events and scenarios not to happen but they still do. I run a 32 owners league and this unbalances the game so I want it off. You give the option in the settings why don't they do anything?
