Copying application hard disc and won't install

So I just bought Madden 18 and the game won't install there's a pause logo over the load bar and when I press x to open it it blinks and then boots me back to the main screen I've done all the trouble...

Can you try going into Safe Mode and then choose option 5. Rebuild Database:

I’ve tried the rebuild, as well as deleting all madden content from cloud and hard drive. But it still doesn’t work, the PS4 is brand new and has no issue with any other game. The game installed fine on my old PS4 also? But it still doesn’t work
