Do I have to pay for a game after I buy EA Play?
Madden 19 says it is unavaliable to download because I don't own EA Play but the game has the price and I isn't a part of EA Play.

Madden 19 is not included in the EA Play subscription any more as of August 2021. So you're trying to buy the game? Did you ever have EA Play?
Could you try doing the App Recovery in the EA app and see if that fixes the problem?
