@nellakcin I've just read in another thread that a player faced a similar bug in a Cloud Franchise game. Another player suggested to back out of the game and wait a bit, see here. Doing that solved the issue for him/her (kudos to @behemoth6six6 for reporting this workaround). Maybe worth a shot trying?
