How do I play with all 49 Madden Legends on Madden 19?

Hey everyone! I have been a Madden gamer since it started in 90's. I was wondering on Madden 19 how I can play with the Madden Legends? I also heard there are 49 of them and even seen a guy doing a franchise draft with all the all time greats in the video but he never explained how to get access to them. Do I have to do an online download to get all 49 players or what? I'd like to do a franchise mode and a franchise draft picking from all the greats but don't know how to get started. I hope this makes sense.
