How to acquire Undrafted players before the CPU after draft in franchise mode??

How do you acquire undrafted free agents before the cpu in franchise mode of Madden 21?  I see no option and when I advace to Preseason Week 1 and unlock Free Agent icon all of the best players that were not drafted are already signed and I have no chance to get them on my team for my practice squad.  Any assistance is greatly appreciated.
