I've seen this happen in the past and a clean boot will fix it. Perform the cleanboot and immediately launch Origin as administrator (right-click on desktop shortcut). Most likely a firewall restriction or anti-virus program blocking it. More details below.

If you're on console, I recommend power cycling the console and unplugging your modem/router power for 5 minutes to refresh your connectivity to our servers. If you're able to switch to a different WiFi channel on your router try that, or go wired if you're currently on wireless or vise-versa.
Yes I have tried all of this and still nothing.
I'm also having this issues PS4 - MisterPunch cannot update rosters so online play does not work.
i am having the same issue. Theflykidz is my psn and every time i try to download the roster update i recieve an error. I am on ps4.

This appears to be network related based off what we've seen over the year. Are you able to connect to a hot spot to download it, or power cycle your network to see if that helps resolve the issue?
If you're connected to VPN by any chance, disconnect and try re-launching the game.

Hey, all.
If you're on PC can you provide us a DxDiag in your reply so we can start looking for commonalities why the roster update is being blocked for you? I saw this for past Madden titles and from what I've seen before it could be related to firewall/anti-virus settings. I've seen lighting software cause strange technical issues for Apex Legends too. It may be a program or software everyone is running in the background that we'll need to have the team identify if it's blocking you all from successfully updating the roster.
