Is it intended that H2H losses do not provide any XP anymore?

From my own experiences and others, it seems like losses in H2H matches don't provide any EXP rewards whatsoever anymore. Is this intentional, or a bug that should be reported? [EDIT: slightly mod...

Why do stats not count towards XP in H2H? Getting minimal XP for a win and nothing at all with a loss is a tough outcome

    im not even getting xp for wins. I get zero xp for playing h2h games. Makes me wonder why i should even play.
