Locked out of owner mode in Franchise Madden 21

Last season I changed to owner because I wanted to relocate but when I saw I couldn't until the next season I switched back to Coach, and now that its the next season I go to switch to Owner to relocate it's locked. What is with that? Madden is horrible enough as is, now we're locking players out of gamemodes??
