Locked out of Scouting in Week 2

Ok... I figured out the issue. There's still a problem, but it's not exactly what I thought it was.

I start with "Use Real-Life NFL Roster" in the Cloud and have been skipping to Week 1 when I start because of the aforementioned rash of injuries I always seem to encounter when I start at the Preseason. However, when I skip to Week 1 there's no Scouting option -- it's not in the left hand sidebar menu at all --  and this is supposed to be the final week to hire/fire/re-assign scouts. So, upon advancing to Week 2, everything seemed bugged out to me when the problem is really that I didn't have any of the typical Week 1 scouting options. So... the fix would be to make sure Scouting is available in the menu if you skip the preseason and start at Week 1.
