Madden 15 career mode

I cannot seem to train/upgrade my player because I am always "insufficient on time to perform the exercise". After watching some videos, I realized hat my hours counter always reads 7/35 as opposed to 35/35. Has anyone experienced this before? If so, how do I circumnavigate this roadblock?
