In an offline franchise you can go to settings within the franchise and under User Teams "add more characters" which will give you control to as many other teams as you want.
For an online franchise you would need other teams invited and leave to allow you to take control. I suppose you might be able to do this by using other Gamertags on your console to join the franchise and then take over those teams, so it will just take a little more effort to accomplish.
I'd recommend joining the same division together so you're guaranteed to play each other 2 times a season.
