Have you tried power cycling your console? When games dashboard it's usually related to a caching issue.

I've hard reset it several times. uninstalled the game, reinstalled. No change.

Do you have the game installed to an external hard drive or have an external hard drive synced up to your console?

It’s installed right onto the Xbox. No external drive or anything.

Just to confirm, you attempted these steps for power cycling? Clearing the saved game data is worth attempting too. When you go to manage your game under My Games & Apps there is an option to clear that data. I'm assuming re-installing the game has already been taken.
How to power cycle your Xbox console:
- Turn off the Xbox One console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.
- Unplug the console’s power cable. Wait 10 seconds.
Important Be sure to wait 10 seconds. This step resets the power supply.
- Plug the console power cable back in.
- Press the Xbox button on your console to turn on the Xbox One.
