Madden ultimate team scam

I was trying to complete my team of the week sets in madden 18 ultimate team but every time i trade in my gold totw players for elite totw players i keep getting the same elite players over and over again which is the lower rated players instead of just filling out the set with the players i dont have included already or the one's i cant afford with coins i even brought madden points to buy the team of the week bundle thinking i would have better luck just to get the same players i been getting and can afford with my coins instead of higher rated players im starting to feel like im wasting my time and money on a scam i was wondering can EA fix this problem please cause at this point its just getting frustrating
