I too have this issue as of 36 hours ago, I'm still currently waiting on an email to get it resolved on xbox one. I'm glad I'm not the only one.
I would like to point out that it did take me 6 representatives to finally find someone who CAN help me with this issue.
I personally went through the live chat and asked to speak with a specialist on the issue. Upon providing picture proof, and proof of account ownership, I do believe I'm on the right track!
