Missing Players in Madden 20

I am a huge fan of Madden 20, specifically ultimate team.  In the years that I have been playing I am terribly disappointed that two of my favorite players are not included in Ultimate Team.  

First question: Why is Robert "Bobby" Boucher Jr. not included in Madden 20? He was leading CFB in Sacks averaging 20 a game.

Second Question: In a similar fashion why is Uncle Rico not included in Madden 20 either.  He has clear potential for Madden greatness by being able to "throw over them mountains".  There is no doubt, no doubt in my mind.
